Susan Ruthven began her state government service with the Georgia House of Representatives in 1999, later joining the Board in 2010. At the Georgia House of Representatives, Ruthven served as an Administrative Assistant and later advanced to roles within the Majority Office and served as a Committee Secretary for several Chairs and their respective committees, gaining valuable experience in the legislative process. She has twenty-seven years of state service.

Ruthven is a graduate of St. Lawrence College in her hometown of Brockville, Ontario. She is also a graduate of the Professional Management Program through Columbus State University and holds a Georgia Certified Purchasing Manager (GCPM) credential, which she actively maintains through ongoing training and recertification. Susan Ruthven’s extensive knowledge, skills, and dedication to the success of the agency continue to deliver a positive impact.
