ATLANTA - The State Board of Pardons and Paroles has denied clemency for Scotty Garnell Morrow.

The decision to deny clemency was made by the Board following a thorough review of the comprehensive case file on Morrow and after a meeting today with his representatives.

Morrow is scheduled to be executed tomorrow, May 2, 2019 at 7 p.m. The Superior Court of Hall County ordered the execution for the 1994 murders of Barbara Ann Young and Tonya Rochelle Woods. Morrow was convicted of the murders in June of 1999. The United States Supreme Court denied his request to appeal on February 19, 2019.

The Georgia Department of Corrections has scheduled the execution, by lethal injection, to take place at the Georgia Diagnostic and Classification Prison in Jackson.

In Georgia, the Parole Board has the sole constitutional authority to grant clemency and commute, or reduce a death sentence to life with the possibility of parole or to life without the possibility of parole. The Board maintains a comprehensive file on each death row inmate. The file contains the history of the life of the condemned inmate, including the inmate’s criminal history and the circumstances of the crime that was committed resulting in the death sentence. Each Parole Board Member reviews the material and information related to the case prior to the clemency meeting.
