Served during World War II with the United States Marine Corps; and was the press secretary and administrative aide to Governor Carl E. Sanders. Mr. Harper was appointed by Governor Sanders who was leaving office. However, the new Governor, Lester Maddox appointed J.O. Partain Jr., replacing Harper on the Board.
